For my project with the NYC Department of Cultural Affairs, my team addressed a critical gap in their "Create in Place" program by designing "Hold Space"—a landlord engagement system that transforms vacant storefronts into vibrant creative spaces. While research shows that 80% of NYC landlords are open to non-traditional tenants, participation is stalled by an awareness gap and complex policy language. To make the program legible and low-friction, "Hold Space" introduces a structured framework consisting of a physical, story-driven Welcome Kit, a curated Online Platform for private introductions, and an immersive Site Visit where commitment happens. The heart of the system is a four-level Participation Spectrum that allows landlords to locate themselves anywhere from a low-risk, no-rent license agreement to a long-term anchor tenancy. By targeting fragile cultural ecosystems in neighborhoods like SoHo, Fort Greene, and Bushwick, this design system scales the brilliant relationship-building of city caseworkers, turning landlords from strangers into committed neighbors who can clearly see what artists can achieve.
